Mark Phelps, MA

Hello, I’m Mark Phelps, a Learning and Development Specialist based in Wilmington, North Carolina. With more than 25+ years of experience in corporate training, learning strategy, and instructional design, I help organizations build impactful learning environments that drive performance, engagement, and growth.

Throughout my career, I’ve led the design, implementation, and management of enterprise learning systems and programs for diverse industries, including healthcare, technology, and professional services. My work has focused on transforming learning operations — from planning and development to measurement and continuous improvement — while ensuring alignment with each organization’s goals and culture.

As both a strategist and practitioner, I bring a balance of creativity, structure, and technical insight to every project. I specialize in developing eLearning and blended learning programs, optimizing learning management applications, and delivering data-driven solutions that make training measurable and meaningful. I’m especially passionate about connecting people, performance, and technology to create experiences that not only inform but inspire.
I believe effective learning design blends innovation with empathy — combining the science of how people learn with the art of how they connect. Whether I’m developing an onboarding program, enhancing a compliance curriculum, or leading a large-scale system initiative, my focus remains on creating engaging, accessible, and results-oriented solutions.

In addition to my focus on training and training solutions, I have extensive experience with implementing and leading the maintenance of other technical solutions, such as registration, membership, and human resource systems.

Outside of work, I enjoy exploring Wilmington’s coast, staying active, and experimenting with new ways to make learning more personal and interactive.
